The Shandong International Talent and Sci-Tech Innovation Foundation (hereinafter referred to as the “Foundation”) was established in 2023 and is headquartered in Jinan, China. It is a non-governmental, non-profit charitable organization. The Foundation operates under the professional guidance of the Shandong Federation of Returned Overseas Chinese, a provincial-level people’s organization directly led by the Shandong Provincial Committee of the Communist Party of China, composed of returned overseas Chinese and their relatives throughout the province, and a constituent organization of the Shandong Provincial Committee of the Chinese People’s Political Consultative Conference.

The Foundation is committed to exploring diversified models of global development and mutually beneficial cooperation, advancing scientific and technological innovation worldwide, and contributing to human development. It strives to promote scientific progress, talent development, and the transformation and application of research and technological achievements on a global scale.

Since its establishment, the Foundation has raised RMB 20 million in designated charitable donations, established overseas liaison offices in seven countries, recruited more than 200 volunteers, and invested in over 20 projects worldwide.

The Foundation draws upon the project resources, talent networks, and financial resources of its three founding institutions — Shandong Talent Development Group, Zhongsheng Huicheng (Shandong) Holding Group Co., Ltd., and the Shandong Association for International Exchange of Personnel — to continuously optimize its international cooperation network and foster a more open, dynamic, and mutually beneficial environment for global collaboration.

As a charitable organization, the Foundation is able to provide its partner institutions with more flexible, professional, transparent, and efficient mechanisms for directing funds toward scientific research and innovation projects around the world. In doing so, it seeks to inject new momentum into global public welfare initiatives and scientific advancement.

The Foundation is also dedicated to building international platforms for exchange and cooperation, facilitating interaction among high-level international talent, promoting dialogue and integration among different civilizations and scientific disciplines, and contributing to global economic development.

By leveraging its liaison offices in China and overseas, together with advanced digital technologies, the Foundation continues to identify and develop diversified opportunities for multidisciplinary cooperation among countries worldwide. Through professional and high-quality services, it remains committed to enabling sustained collaboration in science, technology, innovation, and international talent development.
