Talent Attraction Social Organization
Leveraging the flexibility of a social organization, the Association actively implements national and provincial talent policies in Shandong. Focusing on the needs of the province’s “Ten Strong Industries” for the replacement of old growth drivers with new ones and the development of signature industrial chains, it organizes and leads international exchange and cooperation organizations and private human resource service institutions across regions to achieve complementary advantages and coordinated development.
By continuously expanding and deepening efforts in areas such as international talent introduction, international exchange and cooperation, and overseas visits and studies, the Association has effectively promoted exchanges and collaboration between Shandong and countries around the world. It provides a solid foundation for the introduction of top-tier scientific and technological talents and outstanding young professionals from both domestic and international backgrounds.
Overseas Liaison Offices and Workstations
The Association has established over 200 overseas liaison offices and talent workstations in collaboration with research institutions and expert organizations in major countries worldwide. Through the “talent-attracting-talent” and “station-to-region” cooperation models, it serves as a bridge connecting high-level overseas experts with domestic enterprises and institutions, enabling frequent and precise talent matching.
Leveraging these overseas stations, the Association has also developed a database of international students to support their eventual return to China, while providing practical assistance in their daily life and studies. It actively communicates national policies, strengthens ideological guidance, and fosters a talent-friendly environment to encourage overseas students to return and contribute to entrepreneurship and employment in China.


Application for National Talent Project Programs
With the support of government bodies at various levels, including the Provincial Department of Science and Technology, the Department of Industry and Information Technology, and the Department of Education, the Association has connected with over 500 high-level overseas talents from more than 20 countries since 2022. These talents specialize in key industries such as biomedicine, intelligent manufacturing, and advanced chemicals. By building an increasingly rich talent database, the Association has assisted more than 100 individuals in successfully applying for national talent projects.
